Peter Steinberger ca806897c2 Template: Add smart heartbeat logic for baby agents 
- Added heartbeat section with proactive check guidelines
- Includes email, calendar, weather, mentions rotation
- Track checks in heartbeat-state.json
- Know when to reach out vs stay quiet
- Proactive work suggestions (memory, git, docs)

Goal: Baby agents should check in 2-4x daily, not just HEARTBEAT_OK
